Pilario can be used as a tool for data collection in federations. Data collectors and submitters might want the data to be anonymous. In this article, we explain how to achieve that on both sides.
As a data collector
While creating a form, a data collector is enforced to enable the Anonymous submissions. The dropdown is visually presented in the interface to help users understand how their data remains anonymous.
The user cannot set the Minimum submitters to less than 5 to enforce this anonymity.
As a data submitter
Before submitting their data, data submitters are required to tick a mandatory checkbox. The form submission will only be possible once this checkbox is selected.
Please note that the anonymity will be ensured by the system by not displaying any report if the data would be the output of less submissions than the number of minimum submitters.
Example: A data collector has created a form and has set the minimum number of submitters to 5. In the form, a variable might be used to disaggregate data i.e. Country. A submitter might think that, even if submitting anonymously, if the first submitters are each from different countries, the collector could filter on that variable to see the individual responses. This is not the case, as the system will not output any data that would come from less submissions than the minimum number of submitters.
